    Executive Director

    FUNCTIONS

    The Executive Director is the Head of the Secretariat and the accounting officer for the PCC. The Executive Director provides overall strategic direction and leadership to the organisation and is in charge of the administration of the Secretariat which includes staff, work programme, research, outreach, fundraising, financial management, and governance. In particular, the Executive Director is responsible for:

    • Supporting the Commission to achieve its mandate, including:
      • Providing independent science-based policy advice to government and social partners about climate matters.
      • Leading the PCC’s public engagement processes and building consensus between stakeholders around the just transition.
      • Supporting implementation by building capacity, monitoring progress, and providing advice where action falls short.
    • Overall strategic direction and leadership of the PCC and its Secretariat, under the guidance of the Commission.
    • Public communications and positioning the PCC in relation to social partners.
    • Good governance and accountability, including compliance with statutory reporting requirements.
    • Sound financial management of the PCC in compliance with the Public Finance Management Act.
    • Proactive resource mobilisation and donor liaison to ensure long term financial sustainability.
    • Overseeing the PCC’s internal and external M&E and reporting functions.

    The PCC is currently housed within NEDLAC as Programme 4. The Climate Change Act establishes the PCC as a fully-fledged Schedule 3 Public Entity. The Executive Director will be expected to oversee a managed transition of the PCC to an independent, financially sustainable statutory body.

    QUALIFICATIONS & REQUIREMENTS

    The Executive Director needs to be an experienced manager and exceptional leader, with an in-depth understanding of the South African socio-economic environment and the interactions between development and climate policy. Amongst others, the successful applicant should have:

    • Master’s degree in development policy, social sciences, earth sciences or other relevant field.
    • An advanced understanding of the implications of the climate transition for economic and social development, and the interaction between climate and energy policies and just transition pathways.
    • At least 10 years relevant work experience, of which five years must be at a senior management level.
    • Outstanding leadership skills – ability to form and lead teams of staff and experts, be a thought leader, and inspire others to action.
    • Excellent grasp of strategic planning, able to build consensus around organisational objectives and strategies and translate this into actionable plans backed by resources.
    • Sound understanding of public sector governance requirements and Public Finance Management Act (PFMA) and related financial regulatory frameworks.
    • Excellent written and verbal communication skills.
    • Proven ability to build strong stakeholder relations, establish consensus and create momentum.
    • Demonstrated self-motivation, innovation, and ability to work independently.
